主講人簡介：

陸毅, 清華大學經濟管理學院教授，經濟系系主任。陸毅教授于2007年獲得香港大學經濟工商學院博士學位，先後在香港大學經濟工商學院擔任研究助理教授，在新加坡國立大學經濟系擔任助理教授和長聘副教授。陸毅教授主要從事國際貿易，公共财政和中國經濟領域的研究工作，在AEJ:AE，AEJ:EP，REStat，JIE，JPubE，JoLE，JDE等國際頂尖期刊發表數十篇論文，以及《中國社會科學》、《經濟研究》、《管理世界》等國内頂尖期刊發表十餘篇論文。目前擔任清華大學-芝加哥大學經濟與金融聯合研究中心主任，清華大學經濟管理學院國際經濟研究中心主任，清華大學中國經濟社會數據研究中心副主任，國家統計局-清華大學數據開發中心副主任。

内容提要:

We study value added taxes (VAT) as a potential source of spatial misallocation in China. We build a spatial general equilibrium framework that incorporates salient features of the VAT. After calibrating the model to the data, we find that China’s VAT system leads to aggregate losses, but the VAT preferential policies have alleviated the losses. We also use our model to study the general equilibrium effects of recently implemented VAT reforms. We find that the VAT reforms would effectively improve the real GDP, and VAT reduction in a more upstream industry would lead to a higher increase in real GDP.
