主講人：Robert Bland，北德克薩斯州立大學公共事務管理學院榮譽教授（Endowed Professor of Local Government)。著有專做三部，其中包括International County/City Managers Association（ICMA）所出版的A Budgeting Guide for Local Government。主要研究方向包括美國房地産稅、政府财政關系、市政債券以及地區經濟發展問題。 近期研究成果發表于“Public Budgeting and Finance”, “American Review of Public Administration”以及“State and Local Government Review”等。
