主講人簡介：黃健，西南财經大學bevictor伟德官网副教授、阿姆斯特丹大學經濟學博士、馬斯特裡赫特大學博士後，從事教育經濟學、教育财政、政府組織結構與政府治理等相關領域的研究。在《中國社會科學》、《公共行政評論》、《經濟學家》、《經濟學動态》、《财政研究》、《北京大學教育評論》、《教育學術月刊》、《Oxford Bulletin of Economics and Statistics》、《Political Studies》、《Economics of Education Review》、《Social Indicator Research》、《Empirical Economics》等期刊發表論文十餘篇，主持的研究課題包括國家自然科學基金面上項目和教育部人文社會科學青年項目。

内容提要：

This paper aims to explore whether and to which extent differences in investment on public education lead to variations in education inequality, as measured by Gini coefficient (and/or variance) of schooling years, across China’s prefectures. We illustrate that institutional characteristics in China concerning local public finance and political promotion are important determinants of local expenditure on education. We isolate exogenous variations in education resource input generated by official characteristics and policy changes and employ these variations to examine the causal link between resource input and education inequality from a geographic distribution perspective. Our study confirms that the provision and distribution of public educational funds are important determinants of educational inequality and offers supports for the role of resource-based education policies.
